How it works
The tax is based on kW of power: about €2.58/kW up to 100 kW and €3.87/kW for the excess (Euro 4 or higher cars). More polluting classes pay higher rates.
Important
It's an ESTIMATE with national base rates. Amounts are set by Regions and may vary. Cars over 185 kW also pay the luxury surtax (superbollo).
It is not a tax on driving
Italian road tax is paid for owning the vehicle, not for using it: it is due even if the car sits in a garage all year, and it is skipped only if the vehicle is scrapped, exported or formally left with a dealer for sale.
What counts is who is registered as owner on the last useful day of the due month. If you sell the car, tax already paid is neither refunded nor split: the new owner starts again from the following deadline.
The rates are set by the regions
The base figures are national, but each region can raise or lower them within a legal margin, and some have their own exemptions for hybrids, LPG or natural gas. Two identical cars can pay different amounts purely because their owners live in different places.
The emissions class counts too (from Euro 0 to Euro 6, with surcharges of up to 50% on the oldest), and for historic vehicles over thirty years old entered in the recognised registers a flat circulation charge replaces the full tax.
Deadlines, delays and how to fix them
The tax expires on the last day of the month following the previous expiry, and covers the twelve months ahead. For new cars the first deadline is tied to the registration month, so it is never January for everybody.
Paying late means using voluntary correction: a reduced penalty plus interest, the lower the sooner you fix it. After three years without payment the vehicle can be impounded, and the debt does not lapse before three years from the 1 January after the deadline.
